Manitoba Proposes New Grocery Pricing Rules, Expanded Rent Control and Hydro Changes

The government of Manitoba has introduced a new set of proposals aimed at easing financial pressure on residents while addressing growing energy demands in the province. The plans include changes to grocery pricing practices, an expansion of rent control protections, and higher electricity rates for certain large power users.

Grocery Pricing Changes

One of the key proposals would stop grocery retailers from charging different prices to different customers for the same product. The government wants to prevent stores from using personal data — such as shopping habits or location — to adjust prices.

Rent Control Expansion

The government is also looking at reducing how much landlords can pass on to tenants for building upgrades or renovations, while increasing penalties for those who break rental rules.

Hydro Rate Adjustments

The proposed legislation also includes changes related to electricity pricing through Manitoba Hydro. The province is considering charging significantly higher electricity rates to large energy-intensive businesses, including cryptocurrency mining operations and major data centres.

In some cases, these businesses could face electricity rates that are up to twice the normal amount. The plan would also allow the utility to temporarily cut power to crypto-mining operations during periods of high electricity demand.
